BPC, WUC weaponized in DIS internal wars?

Court documents suggest that the Botswana Power Corporation (BPC) and Water Utility Corporation (WUC) are being weaponised as tools in internal disputes within the Directorate of Intelligence and Security (DIS).

The documents, which have recently been made available, suggest that the DIS has leveraged BPC and WUC’s authority to target and penalize former senior officers who have fallen out of favour.

According to the court filings, former DIS Deputy Director (Operations) Kenamile Badubi has approached the High Court seeking among others, an order interdicting the Directorate of Intelligence and Security or its Agent and/or Officers from instructing BPC to disconnect or interrupt the supply of electricity to his residence in Gaborone. In his founding affidavit, Kenamile Badubi states that he approached the Court seeking an order that power be restored at his place of residence in Gaborone. According to Badubi, the decision to approach the Court has also been necessitated by the unlawful conduct of BPC in unjustifiably and with no valid reason disconnecting power at his residence “on instruction from one Mr. Tsoebebe Mokhosoa, an Officer of the Directorate of Intelligence and Security.”
