The Parliamentary Public Accounts Committee (PAC) has been told that the Civil Aviation Authority of Botswana (CAAB) will as of this month get a new Chief Executive Officer (CEO).
The authority has been without a substantive leader for a period of over three years following the departure of Geoffrey Mashabesha in 2018. Kabo Phutietsile was later appointed as CEO but on acting basis.
This week the Acting Permanent Secretary in Ministry of Transport – Isaac Moepeng said a candidate has been identified. The candidate that Moepeng spoke about is Dr Bao Mosinyi, The Telegraph can confirm.
Without mention of names, Moepeng told PAC that, “we are expecting, as assured to us, that on the 5th of July, the CEO will be in office. Since the candidate comes from abroad, they should be arriving in the country beginning of the month.”
Responding to the PS, Member of Parliament (MP) for Bobonong Taolo Lucas asked Moepeng how CAAB will be able to pay the CEO especially since they come from abroad. The organisation has decried revenue losses, and Lucas questioned its wallet capacity when paying the new CEO. “Seems like they have called someone across seas, will you be able to pay the candidate?” Lucas asked.
“That is a challenge we are facing as well. We can’t execute our mandate because we don’t have a substantive CEO. That means it is an obligation for us as the government to see what must be done for such positions to be filled. If we keep on saying we don’t have money we won’t be able to find the right staff and this will not help us,” Moepeng said.
Mosinyi’s aviation experience is quite broad, having worked at major airlines such (ATA Airlines), aviation regulatory body (Federal Aviation Administration), aircraft manufacturer (Airbus), aircraft engine manufacturer Pratt & Whitney, as well as various consulting engagements on aircraft structural analysis and certification for close to two decades. Mosinyi has extensive experience leading engineering and commercial teams in aviation/ aerospace and oversight of multimillion-dollar projects and budgets. He holds a Doctor of Philosophy – Mechanical Engineering & Mechanics ( Drexel University), Master of Business Administration from the Fuqua School of Business, Duke University ( USA), Master of Science in Aerospace Engineering ( Embry- Riddle Aeronautical University), Bachelor of Science in Aerospace Engineering.
