Gaolathe trying to square the circle?

One of the most cliched metaphors for Botswana’s civil service work ethic is the jacket casually draped over the back of an empty office chair on a Friday afternoon.

In a culture that has spawned what came to be known as “the cattle-post mentality” Botswana’s civil servants are infamous for putting up “out of office” signs on Friday noon and dashing off to their cattle-posts for the weekend.
