South Africa’s African National Congress has been very clear about whom it wants to give preferential treatment to in terms of citizen empowerment – black people. Granted, Black Economic Empowerment (BEE) has become a political scam but on paper at least, the intent remains noble. On the other hand and as was reinforced by a Botswana MP, there is great reluctance on the part of the Botswana Democratic Party to use language that explicit.
