The government is pushing to finalise the development and implementation of the Fan Shaped Salary Structure ahead of the general elections slated for October. The Director of Public Service Management, Gaone Macholo, announced that the salary structure is now in its completion stage.
In a letter dated August 9, 2024, addressed to the Permanent Secretary in the Ministry of Local Government, Macholo disclosed that her department is preparing to roll out the implementation of the new salary structure. “During this stage, there is a need to make amendments to IT systems to accommodate the new notch values that have been developed,” Macholo stated.
The Fan Shaped Salary Structure is designed to streamline pay scales across both Central and Local Government. In her letter, Macholo included the approved notch values for Grades A to D, applicable to 22, 24, and 26-day months, ensuring alignment across various government sectors.
To ensure a smooth transition, Macholo requested that the information be disseminated immediately to service providers responsible for payroll administration for Land Boards and Councils. The government’s urgency in implementing the new salary structure comes as the nation prepares for the upcoming elections, raising questions about the timing and its potential impact on voter sentiment.
Reports indicate that the Director of the Directorate of Public Service Management Gaone Macholo recently informed all ministries and departments that the development of the fan salary structure has reached completion stage. She said in an effort to efficiently support this process and ensure effective implementation, DPSM hosted workshops for change of champions and HR practitioners, which was be facilitated by AB consulting who designed the fan shaped structure. The directorate requested members of the Human Resources Consultative Forum (HRCF) from all ministries, departments and agencies to take part on the role of “Change Champions.”
The key role of Change Champions, consisting of staff, roped in from various ministries will act as the first point of contact for the respective Ministries, departments and agencies in matters associated with the new salary structure. In doing so, they will be responsible for leading and championing the change initiatives related to the fan-shaped salary structure, disseminating information through forms of engagement, document and providing feedback to DPSM on, progress on implementation and any concerns raised.
Macholo said the development of the new fan shaped structure has brought about changes in how certain human resources process will be handled; for instance, placement in the structure on recruitment, promotion and acting appointment. These changes have an impact on how the Oracle system is used as well, she said.
Macholo also travelled across the country during a wide consultative meetings to inform public servants about the latest development. During these consultative meetings, Macholo was accompanied by representatives from recognised public service trade unions and the Consultancy responsible for the development of the fan shaped salary structure. The purpose of these consultative meetings was to engage with public service employees on a wide range of HR issues. These include progress on the implementation of the labour agreements, review of the Act, e-services as well as mindset change. The consultations also covered development of the new salary structure commonly referred to as the fan-shaped structure with a view to have a common understanding on the envisaged transformation.
