Legislature skeptical on Gov’s tender awarding process

The Member of Parliament (MP) for Gaborone North Haskins Nkaigwa has expressed concern about construction companies that are alleged to be repeatedly winning multimillion Pula tenders disadvantaging other local competing companies.

This week in Parliament, Nkaigwa asked the Minister of Infrastructure and Housing Development Nonofo Molefi to state the value of government tenders awarded to the Estate Construction; Bango Trading; Bothakga Burrow; and Cul De Sec.

In his response Molefi stated that with regard to Bothakga Burrow the Ministry utilized their services on two projects namely: Pre contract services for Civil/structural engineering for Moeng College refurbishment in all facilities on campus in 2014at a cost of P1,234,238.70. He added that another project is the proposed expansion of Roads and Training Centre (RTC) pre and post contract of structural engineering consultancy services in 2007 under the then Ministry of Works and Transport at accost of P691, 686. 88.

“Cul de sac on the other hand was awarded seven projects. The projects for Cul de Sac give a combined value for P44, 410,896.67,” Molefi stated.

Minister Molefi further stated among projects awarded for Cul de sac are the construction of seven town houses in extension 15 Gaborone in 2011. He added that this was awarded by Department of Housing under the then Ministry of Lands and Housing at a cost of P11, 437, 553.

Still awarded to Cul de sac is the advanced infrastructure Works and 9 Blocks of Flats at Mogoditshane Senior Secondary School in 2013 at a cost of P4, 496,747.76. Furthermore, the company got the tender for works contractor for the Proposed Renovations to 25 No. Parliamentary Flats at parliamentary Village East Wing Gaborone in 2014 at P12, 994, 016.80.

“Cul de sac was also awarded tender works contractor for the erection, completion and the maintenance of guard house and supply, installation and commissioning of generator set for the Department of Broadcasting Services at Mahalapye, Morale, Chadibe in 2014 at a cost of P3, 896,541.60,” Molefi told Parliament.

Molefi futher said the Cul de sac qualified for the works contract for the erection, completion and the maintenance of guard house and supply, installation and commissioning of generator set for the Department of Broadcasting at Jwaneng and Senyamadi in 2014 at a cost of P2, 530, 494.40.

He said another tender by the same company was works contract for the erection, completion and the maintenance of guard house supply, installation and commissioning of Generator set for the Department of Broadcasting services at Serowe and Maope in 2014 at a cost P 2, 765, 694.40.

“Cul de sac list projects include mechanical works on proposed Extension completion and maintenance completion and maintenance of Kachikau clinic in 2015, where Cul De Sac was engaged as a nominated subcontractor at a cost of P6, 139, 848.14. The projects for Cul de Sac was listed above, give a combined value of P44, 410,896.67,” said Molefi.
