Ministry of Transport violates CAAB ACT to appoint CEO

By the time staff at the Civil Aviation Authority of Botswana were formally informed on January 19, 2026 that Captain Thuto Toise had been appointed Chief Executive Officer Designate, a crucial element of the Authority’s governance architecture was conspicuously absent; A Board.

The internal memorandum, issued by CAAB’s Director of Human Capital and Administration, announced that Captain Toise would replace the outgoing Chief Executive Officer, Dr Bao Mosinyi, effective 31 January 2026, and would work alongside him to ensure a smooth transition. What the memo did not address is how such an appointment could proceed in the apparent absence of a duly constituted Board, as required by law.
