Permanent Secretary to the President (PSP) Emma Peloetletse acted beyond her powers by ordering disciplinary proceedings against five Directorate of Intelligence Services (DIS) officers.
Justice Boipuso Makhwe, found that the PSP acted beyond her authority by commissioning an investigation into the officer’s conduct. She said according to the Intelligence and Security Service Act (ISSA), the DIS is a statutory entity under the exclusive authority of the Director General, who reports directly to the President.
