Public sector trade unions have halted a planned government meeting on leadership transformation, insisting that the matter cannot proceed until it is subjected to formal negotiations between government and organised labour.
The decision follows a dispute over new controls on local per diem allowances, with unions accusing the government of attempting to alter workers’ conditions of service without collective bargaining.
The employer, represented by the Directorate of Public Service Management (DPSM), and eight recognised public sector unions met on 16 July 2026 in an attempt to resolve the impasse surrounding the implementation of new local per diem controls contained in a government savingram.
