Vandalism will test the preparedness of security services

A debate has always existed on whether or not the country’s security services are oriented towards serving the country or the party in power.

The answer has always been clear. If you take the DIS for example, it was created by Festus Mogae as president.

But let us be honest, Mogae was under constant pressure and nagging from his powerful deputy Ian Khama to pass the law establishing the DIS.

On his own Mogae would probably not have created a DIS because he felt the country did not need it.

Mogae passed the law creating it, but it was Khama who operationalized the DIS upon ascending as president.
