Minister of Local Government Ketlhalefile Motshegwa’s decision to retreat has done little to quiet a deeper contest in Chobe. Kgosi Chika III of Parakarungu has challenged the legitimacy of Munitenge Lawrence Sinvula’s legitimacy as chief of Basubiya.
A consent order issued by the High Court in Maun on March 24,2026 restored Kgosi Lawrence Liswaani Sinvula to his position, after the government withdrew its earlier decision to strip him of recognition. What looked, in legal terms, like closure has instead exposed the fragility of the settlement beneath it. This week the court ordered that, “the Respondents [government] having, by letter dated 17th February 2026, withdrawn the impugned decision dated 16 September 2025… the matter is accordingly settled,” and that withdrawal “is hereby made an Order of this Honourable Court.”
