Examining the Role of Speaker 

Speakership is a key position in Parliament. The position is as old as the institution of Parliament itself. Parliament can’t function without the Speaker. In Botswana, the position of Speaker is established under Section 59 of the Constitution of Botswana and  is elected from among persons who are Members of the Assembly or from among persons who are not Members of the Assembly. The Speaker is assisted by the Deputy Speaker whose position is established under Section 60 of the Constitution and is elected from among persons who are Members of the Assembly. So, the Deputy Speaker has to be either an elected MP or Specially elected MP. The President, Vice President, Ministers and Assistant Ministers are precluded from holding the positions of Speaker and Deputy Speaker.
