State Owned Construction Companies: How the UDC Government can strengthen Botswana’s public procurement system and tackle corruption and delays

Public procurement can be described as acquisition of goods and services for the general public by government.  This acquisition includes construction and or provision of national infrastructure, such as electricity supply, potable water and sanitation systems, wastewater reuse, building transport and communications network of roads, railways, bridges, as well as health and education facilities such as public hospitals and schools. These public works projects, referred to as mega projects, involve huge sums of money running into billions of pula drawn from the national development budget. The 2025/2026 development budget put the figure at about P24 billion.
