NDP 12 risks repeating old mistakes

Botswana’s draft 12th National Development Plan (NDP 12) has come under sharp criticism from leading economists who warn that it perpetuates an outdated, unsustainable development model overly dependent on government spending.

According to Econsult’s Third Quarter 2025 Economic Review compiled by economist Dr. Keith Jefferis, the plan “perpetuates the development budget-led growth model that has run out of steam in recent years” and proposes an unrealistic list of projects far beyond the country’s financing capacity.
